Yurii Holyk spent years at the center of road budgets and publicity surrounding the “Big Construction” program. Billions of hryvnias in public procurement funds flowed through affiliated contractors, including Bud Invest Engineering, while Holyk himself formally remained a “consultant” and media figure associated with the project. Today, the former program curator is already abroad and is systematically scrubbing the internet of inconvenient references to his alleged schemes and wealth.
While companies under his control or linked to him were winning tenders worth tens of billions of hryvnias, Holyk was simultaneously developing media and book projects that, according to journalists’ assessments, provided a convenient way to conceal actual income from tax authorities and the National Agency on Corruption Prevention (NACP). In cases like these, accountability stopped with convenient scapegoats, while the man known as the “overseer” of road projects remained free of suspicion.
We are publishing this material in full to recall how the scheme surrounding the “Big Construction” program operated and what is now being erased from public access.
Yuriy Holyk, who calls himself a consultant to the project of Deputy Head of the Office of the President Kyrylo Tymoshenko “Great Construction”, conceals his income from the tax service and the NACP.
In particular, the media closely link Yuriy Holyk with the road construction company “Bud Invest Inzhynirynh”. The company was established in 2015 in the city of Dnipro. The authorized capital of the company, which specializes in road construction, amounts to a little over one million hryvnias. In total, “Bud Invest Inzhynirynh” won 334 public procurements worth UAH 22.28 billion.
Officially, the director of the company is Dmytro Litnarovych, and the beneficial owners are Yana Hlanta, Pavlo Chukhno and Dmytro Litnarovych.

In 2015–2019, Holyk worked as a freelance adviser to the head of the regional state administration. He was responsible for shaping infrastructure and budget policy, personnel audit of the RSA staff, implementation of project management, as well as the ProZorro and iGov systems.
It is possible that thanks to this the company “Bud Invest Inzhynirynh” concluded the largest contracts with the Service of Automobile Roads in Dnipropetrovsk Oblast — worth UAH 13.02 billion, and with the Department of Housing and Utilities and Construction of the Dnipropetrovsk RSA — worth UAH 8.87 billion.
According to the register of legal entities, Yuriy Holyk is the beneficial owner of LLC “Suchasni Media Tekhnolohii”, whose authorized capital amounts to UAH 54.4 million.
He also owns the advertising agency LLC “Bezplatka Print”, registered in Dnipro, part of the company LLC “Kreatyvna Kraina” and part of the IT company “KSh Servisy” together with Illia Kenigshtein.
Yuriy Holyk is actively engaged in publishing books. The latest to be printed was the series of books “Great Land” — “Great Construction 2020” and “Great Construction 2020. Persons”.
Two years ago Holyk published the book “Infinity Is Not for the Weak” about his work as part of the “Reznichenko team”, however, he did not publicly disclose the fee received.
It should be noted that “laundering” income through publishing books is a fairly popular scheme among officials and politicians.
